Chen Jun introduced that the newly revised “Regulations” added “basic research” related content and clearly increased the investment in basic research, which fully reflects the attention of basic research.
Basic research is the source of the entire scientific system and is the head office of all technical issues.In recent years, the construction of the province’s basic research system has made positive progress.In terms of improving the basic research policy system, Hubei Province successively issued the “Hubei Provincial Basic Research Plan (2022-2030)” and “Several Measures on Strengthening Basic Research and Consolidating Science and Technology Independence”.Basic research system for basic frontier and future science.
The laboratory system can achieve a rising level. Hubei Province has 1 national laboratory, 18 national key laboratories, and 8 major national scientific and technological infrastructure. The high -level strategic technology force matrix with the national laboratory as the leader of the Hanjiang River is initially formed.10 Hubei Laboratory and 212 Hubei Provincial Key Laboratory promoted assessment incentives and accelerated operational efficiency.
The funding system for the self -disciplinary fund is more diverse.Establish a special research funding system for the establishment of the Hubei Natural Science Foundation of China to build a special research funding system with Hubei-National Regional Innovation and Development Fund, the Provincial Natural Science Foundation, and the Provincial United Fund as the main body.
The guarantee of basic scientific research conditions has continued to strengthen.Focus on the advantages and scientific research needs of Hubei Province, promote the construction and performance assessment of scientific observation research stations, provincial natural science and technology resource libraries and performance assessment; strengthen experimental animal management and promote the construction of experimental animal standardization and quality control system.
In the next step, the Provincial Department of Science and Technology will implement the Regulations and the deployment of the provincial party committee and provincial government, and continue to work hard on the platform layout, project planning, mechanism innovation, and continue to make efforts.Strengthen the integration of basic disciplines, innovation platforms, and scientific research talents, promote the construction of the basic research system, and activate basic research and innovation resources.Accelerate the integration of the national laboratory system, support the laboratory to focus on the major national strategic needs to carry out scientific research, etc., and improve the strategic force of basic research.Continue to expand the provincial innovation and development joint fund “fund pool”, etc., and increase the diversified investment in basic research.Implement the “Basic Research Zone” plan to deepen the reform of basic research mechanisms.
